CONSTRUCTION MANAGEMENT | OWNER'S REPRESENTATIVE
Savin’s approach to Construction Management or Owner’s Representative services is identical in our philosophy to become an advocate for the owner throughout the planning, preconstruction, construction and closeout phases of any project. We believe that we have a responsibility to work toward consistently implementing our proven best practices that ensure proactive management of safety, quality, schedule and cost.
Because our corporate management structure is lean, this allows us to utilize our greatest asset – our people – across our various divisions to the benefit of our clients. This is especially valuable because any construction project consistently presents challenges and the breadth of experience and skill Savin’s people possess allows us to tackle them with thoughtful collaboration and practical solutions.
Additionally, because we have forged for over three decades in the A/E/C industry a reputation of being dependable, fair, and accountable, when we are performing with other Project Team members we help nurture a professional respect among the group that contributes to working relationships built on trust and transparency.
Planning a major renovation, addition or new building is no easy task. Decisions made during the conceptual design and approval process are critical to the successful completion of any project. Savin can support you every step of the way.
As an Educational Construction and Program Management Specialist, Savin has provided project management services for more than 70 school districts, libraries and universities (400 buildings), with over 3 billion dollars in construction installations. We stand apart from other educational project managers because we provide “turnkey” assistance, from concept to completion.
Savin’s services include a public awareness program that ensures a successful bond campaign, as well as program planning, which coordinates the process, and incorporates the Owner’s requirements and space needs. Our construction accounting and estimating departments protect your budget, while the scheduling department keeps your project on time. And of course, our onsite personnel make sure that your facility is built in accordance with the quality expected.
Most importantly, we never forget that school construction is about students and the end users. Our Community Liaison addresses public concerns and safety issues and our KIDSPEAK program encourages positive involvement of students in the construction experience. Savin Engineers provides everything you need under one roof.

Our goal is to not only conserve natural resources when implementing projects, but recover available resources that would have been wasted in a manner that is tailored to the specific client’s circumstances.
Our full-service engineering staff includes civil, mechanical, electrical, plumbing, and structural engineers with the skillset to resolve the unique industrial challenges of water, wastewater, and solid waste systems. We manage projects from concept to completion including engineering, permitting, testing, startup, and operation.
Our collections team has a fleet of specialized vehicles with the capability to perform sewer video inspection, smoke testing, sampling, and flow metering. We perform asset surveys, inflow and infiltration studies, pump station replacements, and combined sewer overflow treatment system design.
Our water and wastewater treatment specialists understand all treatment systems including clarification, biological treatment, nutrient removal, filtration, disinfection, chemical feed, and sludge systems. We understand the unique requirements for central boiler plants, low/medium/high voltage electrical systems, emergency generation, digester gas recovery, and combined heat and power plants. We have integrated foodwaste with existing wastewater sludge processing to achieve codigestion and associated biogas production/recovery.
Our solid waste experts are well versed in waste receiving/transfer stations including truck to rail systems. We have completed landfill projects (capping, drainage, and leachate treatment) and have been able to integrate landfill gas collection systems with treatment and storage facilities to facilitate resource recovery.
