    As part of Westchester County’s Nitrogen Reduction Program, Savin Engineers provided design services for the upgrade of the 20 MGD (56 MGD Peak) New Rochelle Wastewater Treatment Plant (NRWWTP). Modifications to the effluent discharge permit and a Consent Order from the New York State Department of Environmental Conservation resulted in a need to upgrade the NRWWTP to address issues associated with chlorine residual and total nitrogen discharge.

    As the prime consultant, Savin was responsible for the design of the process mechanical, structural, site/civil, electrical, and plumbing aspects of the project and coordinated the design of the instrumentation, HVAC, and architectural aspects with its various subconsultants for the following facilities:

    • Construction of a NEW:
    • 60 MGD intermediate pumping station
    • Fine (6mm) screening facility and screenings handling
    • Biological aerated filtration facility (BioStyr by Kruger)
    • Methanol storage facility
    • Sodium hydroxide storage facility
    • Centralized hypochlorite facility
    • Ultraviolet disinfection facility
    • Administration Building
    • Rehabilitation of the existing outfall chamber
    • Packed tower scrubber odor control facilities
