The United States Environmental Protection Agency (US EPA) and Maryland Department of the Environment (MDE) had issued an Order on Consent to the City of Baltimore requiring a complete investigation of the sanitary sewer system. Various elements included eliminating
Sanitary Sewer Overflow (SSO), upgrading pump stations and interceptors, and video inspection of the sewers.
Working for Rummel, Klepper & Kahl, Savin Engineers conducted CCTV inspection of 460,000 linear feet of sanitary sewer, smoke tested 70,000 linear feet and 30 dyed water tests. Other services Savin provided included heavy cleaning, bypass pumping and manhole inspection.
The information was used to prepare a comprehensive sewershed plan outlining defects in the sewer system, recommended rehabilitation, cost estimates, and construction schedule.
